His face lost its color.

Elijah slowly lowered his hands.

The fifty officers who had arrived prepared to surround a dangerous suspect were now standing inside what had become a federal evidence scene.

The torn photograph remained in the mud between Elijah and Holloway.

Elijah bent down, picked up both halves, and carefully brushed away the dirt.

Holloway watched him.

“You could have told me who you were,” he said, quieter now.

Elijah looked at the damaged photograph.

“That wouldn't have changed what evidence you had.”

Holloway said nothing.

“And it shouldn't have changed how you treated me.”

Within forty-eight hours, Holloway was placed on administrative leave. Federal investigators seized records from the sheriff's department and Meridian Response Group, while county officials opened a separate review of the tactical operations ordered against Elijah. Evan Brooks turned over emails, briefing notes, and internal messages showing that Holloway had continued targeting Elijah even after detectives raised doubts.

The private security connection unraveled quickly.

Meridian employees had obtained access to the warehouse through a county subcontract and removed the encryption hardware to sell proprietary components through an intermediary. When early records showed Elijah's name in an old technical database, someone inside Meridian recognized his military background and suggested him as a convenient diversion. Holloway, desperate for a high-profile case, had embraced the theory and suppressed evidence that threatened it.

There was no master conspiracy extending across Washington.

There did not need to be.

A handful of frightened people protecting money and reputations had created enough damage on their own.

The review board convened two weeks later. Holloway sat alone at a long table while investigators played footage from the raid, including the moment he tore Elijah's photograph and dismissed him as a man hiding behind his uniform. The words sounded different in the quiet hearing room than they had on Briarwood Lane.

One investigator asked why the sheriff had authorized a fifty-officer deployment against a cooperative sixty-three-year-old man with no violent criminal history. Holloway answered that Elijah's classified background had created uncertainty. The investigator immediately replied, “You didn't know the nature of that background when you ordered the operation.”

Holloway looked down.

There was no good answer.

Elijah entered the hearing room wearing the same kind of plain clothes he had worn throughout the investigation. No dress uniform. No medals. No attempt to make himself look like the man everyone had suddenly discovered.

The chairman asked whether he wanted to make a statement.

Elijah stood.
