Not louder.

More authoritative.

“Sergeant, I have told you I am authorized. Verify the plate with communications before this goes further.”

Cole noticed the rank reference.

“How do you know I’m a sergeant?”

Nia looked at the three stripes stitched onto his sleeve.

“Your uniform.”

That should have ended the question.

It did not.

“Who are you here to see?”

Nia considered saying the city manager. She considered giving her name.

Then she realized something important.

Cole had still not asked.

He had constructed an entire enforcement encounter without beginning with the simplest question.

“I’m here on city business.”

“That’s not what I asked.”

“It’s what I’m answering until you verify my authorization.”

Cole took one step closer.

Nia saw his right hand move toward the open door.

“Do not reach into my vehicle.”

“You need to step out.”

“I’m not resisting anything because you haven’t established a lawful basis to detain me.”

Cole grabbed the inside handle and pulled the door wider.

Nia’s body tightened.

“Sergeant.”

“Out.”

“Take your hand off my vehicle.”

Two city employees stood nearly fifty yards away near the fleet building. One of them, records technician Elena Ruiz, looked over after hearing raised voices.

She recognized Cole.

She did not recognize Nia.

Still, something about the way he stood inside the open Jeep door made her stop walking.

Cole leaned into the cabin.

“Last chance.”

Nia kept both hands visible.

“For what?”

“To cooperate.”

“With what investigation?”

Cole reached toward her left arm.

Nia pulled it back.

“Do not put your hands on me.”

That sentence carried across the parking lot.

Elena took out her phone.

The recording began.

It would later become the ten seconds everyone remembered.

Cole moved closer into the Jeep.

Nia sat angled toward him.

He reached again.

This time his hand caught high across her upper chest near the base of her neck.

Nia reacted instantly.

Her left hand came up to break the grip.

“Get your hand off me.”

Cole pushed farther inside.

His other arm moved toward her shoulder.

From Elena’s angle, it looked as though he was trying to pull Nia toward the open door.

Nia planted one boot against the Jeep floor and turned her body.

She had taught defensive tactics earlier in her career.

The movement was not elegant.

Real confrontations rarely were.

Nia struck Cole’s forearm away and shoved hard against his upper body to create space.
