He said, "Whitley, tomorrow morning. You make me proud." Thursday morning at 0600, Brian Pendergas called Cheyenne Police Dispatch one final time. The call was routed through the Laram County Combined Communications Center. The dispatcher was a 34year-old woman named Hazel Bridgewwater.
She had answered every prior Briany Pendergast call about the Callaway F250 since November. She knew the address. She knew the complaint. She knew the response. Civil matter.
No police merit. She told Brian politely that Cheyenne PD would not be responding to any further calls regarding the 2009 Ford F-250 at the Callaway Ranch on Saddle Ridge Road. She told Brian again politely that the matter was civil and that Mrs. Pendergast was welcome to pursue any legal remedy through the Laram County District Court. She told Briany a third time that any further calls on this matter would be logged as harassment. Brian Pendergast hung up on Hazel Bridgewater at 0612.
At 0615, Brian Pendergast called FE Warren Air Force Base Security Forces non-emergency dispatch. The dispatcher was a 26-year-old senior airman named Casima Solano, who had been working the FE Warren Defender Dispatch Desk for 3 years. The call was recorded. The recording would 3 weeks later become government exhibit 17 in the federal trial of Brian Pendergast. Brian Pendergast identified herself as the wife of Lieutenant Colonel Pearson Pendergast, the president of the Sentinel Ridge Estates HOA, and a longtime supporter of the FE Warren military community.
She told Senior Airman Solano that there was a longstanding vehicle storage violation at a property located within the FE Warren community housing zone. She gave the Callaway Ranch address. She requested that security forces dispatch defenders to enforce removal of the non-compliant vehicle. Senior Airman Solano put Brian Pendergast on hold. Senior Airman Solano walked to her supervisor's desk.
Her supervisor was Master Sergeant Drago Kavalsolski. Drago had been working FE Warren defender dispatch supervision for 19 years. He had been pre-briefed by Lieutenant Colonel Octavia Peton the previous evening. He listened to the recording. He told Senior Airman Solano to dispatch two defenders to the Callaway Ranch address with explicit instructions to respond as standard non-emergency civil contact, not as an enforcement action.
He told Senior Airman Solano that the call itself was the predicate AFOSI Detachment 803 had been waiting for. He told Senior Airman Solano to flag the call recording for AFOSI evidence retention. She did. At 0643 Thursday morning, Senior Airman Saxon Otterstead and Senior Airman Medie Halverson were dispatched in FE Warren Defender Squadron vehicle 12, a 2018 Ford Expedition in Matt Black with the security forces defender decal on each door to the Callaway Ranch on Saddleridge Road. They were briefed only on the call particulars.
Civilian reported vehicle storage complaint at rural residential address. They were instructed to respond as standard non-emergency civil contact. They were not briefed on the property owner's identity. I was on the front porch with my father, Eness, and Marray at the time of the dispatch. I was in jeans, a carhe heart jacket, and a Wyoming Cowboys ball cap.
